International Collaboration for Retrofit with Arup
Introduction
Adam Armour–Florence was joined on the RISE podcast by Stephen Fernandez, Arup’s Global Building Retrofit Leader, for a conversation on how international collaboration can enable more effective retrofit delivery. Drawing on his experience working across multiple countries, Stephen explores the realities of operating across borders, from governance, procurement, and regulatory complexities to the added value of coordinated approaches. He also highlights how shared frameworks, consistent standards and long-term delivery models can create opportunities to scale impact.
Scaling retrofit to meet global climate and energy targets requires more than national strategies, it depends on the ability to learn across borders, align systems and collaborate internationally. While many countries are advancing retrofit delivery, approaches remain fragmented, limiting the sector’s ability to scale efficiently and consistently.
This case study explores how international collaboration can accelerate retrofit delivery, drawing on insights from global practice. It highlights the role of structured collaboration, shared standards, and long-term delivery models in overcoming fragmentation, reducing costs, and building market confidence. It also reflects on how the UK can better position itself to absorb and apply international best practice.
