Managing Project Change Requests for Strategic Partners

Introduction

A Project Change Request (PCR) is submitted to the Grant Recipient Portal, for changes which effect the details, benefits, scope, cost or time of the project. They are required whenever there will be an impact to the project. 

To support Warm Homes: Social Housing Fund, Strategic Partner, grant recipients through the process of submitting PCRs, the Department for Energy Security & Net Zero (DESNZ) has created the walkthrough video below. This should be used at any time during the delivery of your project to create and submit your PCR in coordination with your Delivery Support Manager (DSM).

This video will help you to manage Strategic Partner (SP) Project Change Requests (PCRs) on the Grant Recipient Portal – creating and tracking requests, using all six change types, applying validations, and reviewing proposed changes before submission. From the video you will learn how to:

  • Track draft, submitted, approved, and rejected PCRs and understand how approval status determines their location.
  • Use the one‑draft rule unless multiple drafts are enabled by a DSM.
  • Create change requests and work with all six change types, including award name, consortia, lead changes, project end date, and project baselines.
  • Edit project baselines at award and financial‑year levels, including project costs, co‑funding, and total homes.
  • Understand SP validations such as co‑funding minimums, 15% A&A caps, and 10% limits on low carbon heating on‑gas eligibility.
  • Reviewing the change summary page before submission and interpreting variance values.
  • Seeing how approved changes automatically update award and financial‑year baselines.
