Upskilling and Supporting Resident Engagement in Leeds
Introduction
The Real Green Jobs Accelerator – Leeds External Wall Insulation (EWI) Academy demonstrates how social value can be embedded into retrofit procurement to address skills shortages, create employment and deliver better outcomes for local communities. Developed alongside Leeds City Council’s retrofit programme, the initiative brings together Efficiency North (EN) Procure, Equans, Leeds College of Building, West Yorkshire Combined Authority, DWP Jobcentre Plus, Enable Futures, Jewson Partnership Solutions, Wetherby Wall Systems and Hamilton Building Contractors. The partnership connects classroom learning with practical training and live-site experience on retrofit projects in Leeds.
This case study with White Horse Housing Association demonstrates how ecological constraints can be successfully managed within retrofit and decarbonisation programmes. Through early ecological assessment, engagement with specialist ecologists and Natural England, and the implementation of appropriate mitigation measures, the project was able to protect a bat colony while continuing to deliver essential energy-efficiency improvements.
